Redirects allow you to make a specific web page redirect to another page and display the contents of that page. This way you can make a page with a long URL accessible by a page which has a shorter and easier to remember URL. Redirects are also used when a site admin wants to redirect the user to a new and updated URL, whenever a reader enter the previous and old URL of a post or a site.
This is 301 Redirects which can be managed from Cpanel under site admin. If anyone changes its site URL from http://oldomain.com/ to http://newdomain.com/, the URL of all post and pages will be changed automatically. So, in order to avoid any problems to reader or without knowing to the reader and visitors, one can redirect their website traffic to a new URL. This also won't affect your SEO and ranking. You will have to verify the your site in Webmaster tool and Google itself will manage it.
